The Royal Commission Appointed to Enquire into the Defence of British Possessions and Commerce Abroad 1879 to 1883 under the Earl of Carnarvon, designated Sydney as a Defended Commercial Port.  Sydney  also has a Royal Naval Dockyard on Garden Island and the whole harbour was therefore well defended with coastal defence batteries.
