Quebec City already had a bastioned wall surrounding it but the British moved to improve the defences of Quebec. They embarked on three primary developments:
- A new major fortification overlooking the St Lawrence River, now called the Citadel.
- A line of defence on the southern bank of the St Lawrence River, which included Fort Levi
- A line of four Martello Towers, covering the Western approaches to Quebec
The main threat from 1812 was seen very much as the United States and later the Fenian Forces.
