The Submarine Mining Establishment Fort Victoria was established in about 1891 with some operations also conducted around Fort Albert (Cliff End Battery). The 22nd Submarine Mining Company of the Royal Engineers were deployed here. The Submarine Mining Depot included an 18-inch narrow gauge trackway, linking the storage are to the large pier that was built. The test room to control the mines was built in one of the casemates to the rear of the pier.
It is assumed that the Submarine Mining Observation Station was built on the upper floor of Fort Victoria.
The mines were laid across the Solent to protect the sea channels leading to Portsmouth and Southampton.
