Newhaven was designated as a Commercial Harbour, Class C by the Home Ports Defence Committee, later the Home Defence Committee and thus intended to resist attack from unarmoured cruisers and block ships.
Newhaven Fort was built between 1864 and 1870 to mount eleven guns, nine of which were in barbette positions. Between 1900 and 1902 the south face remodeled to mount two 6-inch Mark VII guns.
