The United States acquired the Philippines after defeating the Spanish in the war of 1898. The Philippines became a de facto colony of the United States and it was decided that Manila would be defended. In 1902 it was decided that the following Island would be fortified to El Fraile (Fort Drum), Carabao (Fort Hughes), Corregidor (Fort Mills), Caballo (Fort Franks) Islands, and Grande (Fort Wint). The first four protecting Manila Bay and the latter Subic Bay.
