On the 4th December 1897 France decided to make Diego Suarez the operational naval base for the Indian Ocean Fleet.  On 13th March 1900 the province including Diego Suarez was declared a Military Zone with Colonel Joffre placed in charge.  Over the next five years all the defences and dry dock were built with a Military Cantonment, Diego Suarez.  Many of the original builds still stand in this area, although it largely remains in military hands.
